RIC is not unknown in the UK, when the parents are educated Moslems (uneducated Moslems have it done around ages 4 to 9). In Latin America north of, say, Ecuador, having a bald penis means that you were born to well-off parents in a private urban clinic where the doctors did their residencies in the USA.
